It is actually Henry Bergman part of Chaplin's stock company of actors. You will see Albert Austin another of Chaplin's actors, the man in the suit and hat carrying a bag, walking in front of the so called lady with a phone who is actually Bergman in drag. He is dressed as a woman. (The Feet and Height are a giveaway)
Al Austin had a unique way of walking, and unique profile, which identifies him as the man in the suit carrying the bag.
Compare the woman to Bergman in a few of Chaplin's films; (The Rink 1916 when Bergman is in drag in the restaurant, look at his feet and dress) and (A Dog's life 1918, Bergman again portraying a hefty woman sitting at the small raised balcony bar table) are just a few. He is dressed similar.
In this prelude to The Circus you will also see Chaplin then walking in front of the Elephant, once the Zebra. This happens after Bergman who is the woman with the so called phone, stops and turns, and looks toward where the man, (Chaplin) who then walks in front of the elephant, at that moment. Chaplin in a light colored suit walks from right to left in front of the Elephant.
If you Google Chaplin images, when Chaplin was off his set you will find he frequently wore a light colored suit and a bow tie with a Fedora hat, just like the man walking in front of the elephant at the end.
This was all staged as part of the intro by Chaplin in the crowd before opening night at the theater.
Hand held devices, if that is what has transpired here, were used at times to direct someone in a loud setting to do something. They were just introduced and used during WWI for communication field devices. Listening devices.
I believe Bergman is actually holding part of his coat up to cover his facial expressions not to be seen. I am surprised that no one identified this. Bergman may also be talking loudly as a cue again for Chaplin to walk in front of the elephant for the scene as directed.
Chaplin had a unique way of editing and delivering these clips. He portrayed actors and himself also by running the film in reverse for clips of climbing up and down hills, etc.
Whatever the mind can conceive and believe, it can achieve.
