Land you can by just if as Russian legal entity and this it means or if you are Russian citizen or if you are a legal entity (a company) registered in Russia.
So considering it, you CAN BUY a land (no matter if in Far East, Siberia or Europe Part, or even Crimea, rules are the same) using the following procedure:
You open a Russian company (that can be 100% of a foreign investor)
Your company buys the land
Why it is so? Cause Russia wanted to avoid speculation on lands and wanted to be sure that would happen like in other country with foreign investors buying land for cheap price and keeping them for long time just waiting the right moment to sell it.
The easiest way would be to buy a hut-like house WITH land to it. Because our Land Law Set of laws - and Housing LAW Set of laws are not SPLIT, yet.
