Vietnamese and Chinese militaries flexibly maintain cooperation mechanisms

Chinese Defense Attaché to Vietnam Senior Colonel Pan Tao affirmed that during an interview granted to the People’s Army Newspaper’s reporter on the occasion of the 95th anniversary of the foundation day of the Chinese People's Liberation Army (August 1, 1927 - 2022).

The diplomat said that China and Vietnam are neighboring countries having traditional friendship and similar social systems. Under the leadership and direction of the two parties and states, the relationship between Vietnam and China, especially bilateral defense cooperation has fruitfully developed. In recent years, the China – Vietnam defense cooperation has been continuously promoted in a practical and intensive manner. Exchange of visits of military delegations and inked cooperation agreements have contributed to boosting mutual trust and understanding between the two militaries. In addition, cooperation between land border defense forces, naval forces, and coast guard forces of the two countries have been further strengthened.

The Chinese Defense Attaché to Vietnam reaffirmed that defense cooperation is one of the important pillars in the comprehensive strategic partnership between Vietnam and China, and strengthening the bilateral defense cooperation is beneficial not only to the stable and healthy development of the relations between the two countries, but also to peace and stability of the region and the world.

Talking about the outcomes in bilateral cooperation over the past time, the Chinese diplomat emphasized that despite numerous challenges posed by the COVID-19 pandemic, the two countries have overcome challenges and flexibly maintained exchange activities through various forms.

In terms of cooperation between the two defense ministries, Senior Colonel Pan Tao said that defense leaders of the two countries have regularly exchanged letters on the occasion of New Year and important celebrations and shared information. Notably, in 2021 and 2022, the two defense ministries successfully organized the sixth and seventh Border Defense Friendship Exchanges, turning the cooperation mechanism into a spotlight in the China – Vietnam defense cooperation in the context of the COVID-19 pandemic. More especially, after the sixth Border Defense Friendship Exchange, Chinese Defense Minister Senior Lieutenant General Wei Fenghe paid an official visit to Vietnam.

He added that cooperation mechanisms and exchanges between the two militaries have been continuously conducted. Joint patrols in the Gulf of Tonkin between naval forces and coast guard forces of the two countries have been resumed, while annual conferences have been held virtually. The two sides have accelerated the signing of cooperation agreements on political and border defense work and cooperated to deal with issues at sea.

Senior Colonel Pan Tao recalled that when the COVID-19 pandemic broke out, the Vietnam People’s Army presented medical supplies to the Chinese military. In return, the Chinese military donated a total of 500,000 doses of COVID- vaccine to the Vietnamese military. The deed demonstrated the special sentiment between the two sides. In December 2021, a joint exercise on humanitarian assistance and medical relief between Vietnamese and Chinese militaries was held for the first time, contributing to strengthening cooperation and trust between the two militaries and diversifying bilateral defense cooperation forms.

The official evaluated that the defense cooperation between China and Vietnam has been expanded in different fields in a practical and intensive manner. Together with further expanding their cooperation in existing fields and diversifying cooperation contents and forms, Senior Colonel Pan Tao said that the two sides should actively seek new cooperation fields, including military political affairs, U.N. peacekeeping operations, and military medicine, especially in border areas.

He went on to say that, China is willing to exchange any initiatives beneficial to the development of the bilateral defense cooperation and to regional and international peace and stability with Vietnam.

The diplomat emphasized that the Defense Attaché Office of Chinese Embassy in Vietnam and he himself are willing to be bridges to strengthen the bilateral defense cooperation. He also promised to actively contribute to exchange activities between Chinese and Vietnamese militaries.

Η αλήθεια είναι ότι, όταν έγραψα το σχόλιο που παρεθεσες με αφορμή την... υποτιθέμενη προτομή του Χο τσι μινχ στην Έδεσσα, είχα κυρίως στον νου μου κάποιες έρευνες γνώμης που δείχνουν ότι οι Βιετναμέζοι είναι πιο φιλοαμερικανοι και από τους Αλβανούς, τίποτα περισσότερο.

US House Approves CAATSA Waiver for India’s Purchase of Russian S-400 Missile Defence System

Washington: The US House of Representatives has passed, by voice vote, a legislative amendment that approves waiver to India against the punitive CAATSA sanctions for its purchase of the S-400 missile defence system from Russia to help deter aggressors like China.

The legislative amendment was passed on Thursday, July 14 as part of an en bloc (all together as a single unit) amendment during floor consideration of the National Defense Authorization Act (NDAA).

Authored and introduced by Indian-American Congressman Ro Khanna, the amendment urges the Biden administration to use its authority to provide India with a Countering America’s Adversaries Through Sanctions Act (CAATSA) waiver to help deter aggressors like China.

CAATSA is a tough US law that authorises the US administration to impose sanctions on countries that purchase major defence hardware from Russia in response to Russia’s annexation of Crimea in 2014 and its alleged meddling in the 2016 US presidential elections.

“The United States must stand with India in the face of escalating aggression from China. As Vice Chair of the India Caucus, I have been working to strengthen the partnership between our countries and ensure that India can defend itself along the Indian Chinese border,” said Khanna, the US representative from California’s 17th congressional district.

“This amendment is of the utmost importance, and I am proud to see it pass the House on a bipartisan basis,” he said.

The law was brought in 2017 and provides for punitive actions by the US government against any country engaged in transactions with the Russian defence and intelligence sectors.

In October 2018, India signed a $5 billion deal with Russia to buy five units of the S-400 air defence missile systems, despite a warning from the then-Trump administration that going ahead with the contract may invite US sanctions.

The S-400 is known as Russia’s most advanced long-range surface-to-air missile defence system. The US has already imposed sanctions on Turkey under the CAATSA for the purchase of a batch of S-400 missile defence systems from Russia.

Following the US sanctions on Turkey over the procurement of S-400 missile systems, there were apprehensions that Washington may impose similar punitive measures on India.

There were apprehensions in New Delhi with regards to possible delays in the delivery of major military hardware by Russia in view of its invasion of Ukraine. However, according to a report in the Business Standard, the Russian ambassador to India, Denis Alipov, assured that the delivery of the S-400 systems are “proceeding well”.

The US has not yet made any decision on potential sanctions or waivers to India under CAATSA law for its purchase of the S-400 missile defence system from Russia, Secretary of State Antony Blinken said in April.

The Ministry of External Affairs has said that India was pursuing an independent foreign policy and its defence acquisitions are guided by its national security interests.

In his remarks on the House floor, Khanna said there is no relationship of greater significance to US strategic interests than the US-India partnership.

“My bipartisan NDAA amendment marks the most significant piece of legislation for US-India relations out of Congress since the US-India nuclear deal,” Khanna, a Democrat, said.

The legislation says that the United States-India Initiative on Critical and Emerging Technologies (ICET) is a welcome and essential step to developing closer partnerships between governments, academia, and industry in the two countries to address the latest advances in artificial intelligence, quantum computing, biotechnology, aerospace, and semiconductor manufacturing.

Such collaborations between engineers and computer scientists are vital to help ensure that the United States and India, as well as other democracies around the world, foster innovation and facilitate technological advances which continue to far outpace Russian and Chinese technology, it said.
