Andersson became prime minister last year thanks to just one vote, that of Amineh Kakabaveh, a far-left Kurdish MP. Kakabaveh gave her support only after signing an agreement with the Social Democrats that focused entirely on support for Kurds and criticism of Erdoğan and his treatment of Kurds.
“You can’t help but look at the very peculiar agreement between the Swedish government and a single MP. This deal had less to do with Swedish politics than Kurds in Syria,” said Svante Cornell, director of the Stockholm-based Institute for Security and Development Policy.
Sweden was once the strongest European supporter of Turkey joining the EU. But Erdoğan’s pivot to authoritarianism and the fight against jihadi group Isis reordered foreign policy priorities in Stockholm and elsewhere.
Western support for the YPG, the Syrian militia that helped defeat Isis in north-east Syria, has embittered relations between Turkey and its Nato partners since 2014.
Turkey says the YPG constitutes a direct threat because of its close ties to the Kurdistan Workers’ party (PKK), which has waged an insurgency against the Turkish state since 1984 at the cost of more than 40,000 lives. The US and EU recognise the PKK as a terrorist organisation, but have argued that the YPG is a separate entity.

Most Turks see little daylight between the homegrown PKK and the Syrian militants. Turkey’s most important foreign policy issue is the army’s cross-border operations against Kurdish militants, according to an annual survey of public opinion by Kadir Has University. The biggest external threat is “international terrorism”, the survey found.
The perception in Sweden is different.
Sweden’s defence minister Peter Hultqvist has met members of the YPG while foreign minister Ann Linde in December tweeted a picture of herself with officials from the Syrian Democratic Council, the political wing of the YPG’s parent organisation.
A large PKK flag was flown at the weekend on a prominent Stockholm street after an SDC meeting that the Swedish foreign ministry helped organise.
Lund said there had been significant lobbying of Swedish officials from interest groups. “Sweden is a pretty small country, pretty far away from everything else. Since the ’70s there’s been a sense that we should be outspoken,” he said. “Those statements that you made to satisfy those activists may not seem cost-free any more,” he added.
For dissidents who have made Sweden their home, the row has been unsettling. Ragip Zarakolu, a 73-year-old Nobel Peace Prize nominee, journalist and human rights activist, is worried Erdoğan has “made me a target” in the dispute with Nato. His name was reportedly on a list Ankara handed to Linde last week.
Turkey previously sought Zarakolu’s extradition to face terrorism charges stemming from a speech, and he faces up to 15 years in prison if convicted. Swedish courts have rejected the extradition request, and the European Court of Human Rights ruled in 2020 Turkey had violated Zarakolu’s rights to liberty and free expression.
“I have little faith that I would receive a fair trial [because] the Turkish judicial system is in a state of crisis … under Erdoğan’s authoritarianism,” said Zarakolu, who continues to write for Turkish newspapers about Turkey’s treatment of Kurds and other ethnic minorities.
Cornell said he could see Sweden giving in on the YPG and arms embargo issues but not extradition. “I definitely think it’s a choice Swedish politicians have to face. How important is supporting a group in northern Syria against expediting the Nato process? That cost-benefit process is shifting as we speak,” he added.
All 30 existing members of Nato have to ratify the applications of both Sweden and Finland for them to join the alliance, giving Turkey a veto. Turkish, Swedish and Finnish officials all say the main problem lies with Stockholm not Helsinki, increasing the pressure on Sweden to find compromises.
Any sign of Sweden giving in would rankle the left, already smarting at the decision to abandon 200 years of military non-alignment to join Nato. “We are in a relationship of dependence with an authoritarian regime like Erdoğan’s that persecutes its own people, imprisons dissidents and waged a war against neighbouring countries,” said Nooshi Dadgostar, leader of the ex-Communist Left party.
For Turkey, now is a good moment to push Sweden on the Kurds, Lund said. “Turkey sees an opportunity for asking for something because Sweden is asking Turkey for something. Turkey is seeing a chance to make its weight felt,” he said. “It might be able to extract concessions from Sweden, and if the US brokers a solution, try to get concessions from them too.”
