Transparency International publishes the so-called corruption perception Index every year, which explains to us in which countries there is corruption and in which there is not. But who actually finances this?

"The CPI is compiled using 13 different data sources from 12 different institutions that capture perceptions of corruption over the past two years."

In plain language: Experts from 12 selected organizations are allowed to report their "perceptions of corruption" in different countries, whereby one organization is allowed to do this twice, so their perception is counted twice. Incidentally, it is the Bertelsmann Foundation whose perception is taken into account twice.

Transparency International's corruption index is therefore not based on any objective data, but only on the "perceptions" of selected experts. And then something is calculated from it.

"We define corruption as the abuse of entrusted power for personal gain."

This is extremely vaguely formulated and leaves a lot of room for interpretation. So let's approach the subject from a different angle: Is it corruption when a rich businessman donates a million to a party and this party, when it comes to government, passes a law that pays a multiple of the donation to this businessman's coffers? flushes?

Morally, that's definitely corruption. But legally this is not corruption in Western countries, but legal "party financing" or an "election campaign donation". Nobody in the West is punished for this. This form of corruption has not only been legalized in the West, it is even one of the cornerstones of Western democracy, in which lobbyists play an important role in political decisions.
