ενδιαφέρον και συγκινητικό το πώς ανθούσε η ιδιωτική πρωτοβουλία κάτω από την κατασταλτική μπότα τού κεντρικού σχεδιασμού. χιλιάδες φιλελεύθερες μικροεπιχειρήσεις στην Wenzhou παρά το γεγονός ότι κυνηγούσαν ανελέητα.
highlight για μένα η παρακάτω σκηνή, όπου ο Chief of Individual Economy Administration ( ) παροτρύνει τους κομμισσάριους να ψηφίσουν υπέρ τής μεταρρύθμισης, γιατί οι "profiteers" ικανοποιούν τις ανάγκες τού λαού και μετριάζουν την έλλειψη αγαθών. πρέπει να ομολογήσω ότι ένα δάκρυ κύλησε στο καπιταλιστικό μου μάγουλο.
το context είναι η στροφή τής Κίνας στον άγιο Καπιταλισμό για να σωθεί ο Σοσιαλισμός, τέλη '70ς, ύστερα από τρεις δεκαετίες σοσιαλιστικών πειραμάτων από τον Μάο και τους προκατόχους του. έχουν προηγηθεί δύο χρόνια αποτυχημένου state-led Capitalism with Deng characteristics και τελικά αναγκάστηκαν να απελευθερώσουν την ιδιωτική πρωτοβουλία γιατί πεινούσε ο κόσμος.
όπως λέει ο κομμισσάριος από το 18:15 τού βίντεο, εξήγησαν τις ανάγκες τού λαού (που προφανώς δεν ικανοποιούνταν) στην κεντρική εξουσία και πίεσαν για να συμφωνήσουν στο πιλοτικό πρόγραμμα νομιμοποίησης ιδιωτικής πρωτοβουλίας. μάλιστα, όπως τονίζει στην συνέχεια ο Chief of Individual Economy Administration ( ) παροτρύνοντάς τους να ψηφίσουν υπέρ, οι καπιταλιστές (profiteers) είναι ευλογία για τον τόπο και ο μόνος τρόπος για τον λαό τής Wenzhou να έχει να φάει και να ξεφορτωθεί την φτώχεια (σ.σ. που επέφερε ή δεν καταπολέμησε ο Σοσιαλισμός).
επίσης πρόσεξε αυτό που λέει στο τέλος ο Chief, ότι είναι trend και δεν μπορείς να το καταπολεμήσεις. δλδ είναι φάση "if you can't beat them, join them" και "grassroots movement", καμμία σχέση δεν έχει με κεντρικό σχεδιασμό.Director:
"Comrades, we have reported the situations in Wenzhou and the needs of the people. Secretary Li has agreed under huge pressure. The Central Committee of the Party chose Wenzhou as the pilot city. It means we need to pave the way for others."
Chen Shouzhu Chief of Individual Economy Administration Department of Wenzhou:
"Practice is the sole criterion of truth. Ιncluding suburban area there are 6,282 sellers without licences and individual craftsmen in the city in total.
Many illegal sellers take the risk all because they're forced to do so. They work hard to do business. They earn their own living and the needs of the people are met. The shortage of supply is relieved to a certain extent as well.
Captain Liu, you're fighting the profiteers every day, but why are there even more people doing business? The reason is simple. Because this is precisely the trend. Only if we dare to be pioneer can the people of Wenzhou have enough to eat and get rid of poverty."

There is no doubt that the post‐Mao Chinese government pursued a series of reforms. But today, with the benefit of hindsight, we know that the economic forces that were really transforming the Chinese economy in the first decade of reform were private farming, township and village enterprises, private business in cities, and the Special Economic Zones. None of them was initiated from Beijing. They were marginal players operating outside the boundary of socialism. For these marginal forces, the Chinese government was happy to leave them alone as long as they did not threaten the state sector or challenge the Party’s political power. This created a room for what we called the “marginal revolutions” that brought entrepreneurship and market forces back to China during the first decade of reform.
